Are you an experienced Comptroller in search of a position where your experience can help put processes and controls in place to create a more efficient and effective system? Carroll County Government is currently seeking a Comptroller to lead their accounting services functions. They are looking for an experienced Comptroller who can help them effectively manage their accounting systems and processes.

Job Summary for the Comptroller – Carroll County Government   

The primary function of this position is to plan, direct, coordinate and execute all accounting, tax, insurance, and other cash related activities of the County. The ideal candidate will work with the existing team to understand and evaluate the current internal controls and processes and make recommendations on how the system can be improved. This position will report to the County Executive.

Essential Functions of the Comptroller – Carroll County Government 

Perform supervisory responsibilities in accordance with the current Carroll County Personnel Ordinance, County policies and applicable laws

  • Establish accounting, revenue collection, investment, banking, payroll and purchasing procedures and policies for County
  • Prepare reports that summarize and forecast investment activity and financial position in areas of income, expenses and earnings based on past, present and expected operations
  • Direct preparation of departmental budgets
  • Direct determination of depreciation rates to apply to capital assets
  • Serve as Appointed Tax Collector for Carroll County and municipalities and administer annual tax sale process
  • Oversee calculation of Utility rates and County fees
  • Work with Bond Counsel and Financial Advisor, Direct issuance of bonds and other debt and recommend timing of bond sales
  • Represent County financial interest on committees

Training and Experience Requirements for the Comptroller – Carroll County Government

  •  MBA or other related Master’s degree Finance/Accounting
  • CPA preferred
  • At least 10 years of experience in a Comptroller/Assistant Comptroller role
  • Knowledge of governmental accounting
  • Knowledge of municipal bond rating process
  • Advanced in office computer software use (Word, Excel, Outlook)
