 Manages the overall direction, administration and evaluation of the Department of Human Resources (DHR). Directs overall personnel function, including employment, employee relations, health benefits and retirement, ensuring legal compliance with appropriate Federal, State, local and other regulatory and/or reporting requirements and implementation of the Carroll County Board of Commissioners mission and talent strategy.

 ESSENTIAL TASKS include the following; other duties may be assigned. 

  • Develop, implement, administer and evaluate Carroll County Personnel Ordinance and personnel policies ensuring compliance, prudence, and fairness
  • Develop, implement and administer policies to support the mission and talent strategy of the Board of Commissioners
  • Collaborate with various members of leadership to understand the goals and strategies related to each department’s staffing, recruiting and retention
  • Administer and evaluate the County’s employee benefits programs including health insurance and retirement; oversee contracts with providers
  • Plan, direct and integrate a broad range of human resources functions, programs, services
  • Plan, develop, implement and evaluate employee training and development programs
  • Administer and evaluate personnel programs including employment, classification and compensation, records maintenance, employee recognition, employee communication, employee relations, performance and talent management in accordance with applicable Federal, State, and local laws and regulations
  • Develop and manage operating and capital budgets and resources for DHR, including benefits budgets and internal service funds
  • Resolve countywide personnel issues as needed for all functional areas of human resources
  • Consult legal counsel to ensure policies, procedures, and practices comply with Federal, State, and local laws
  • Perform supervisory responsibilities in accordance with the current Carroll County Personnel Ordinance, County policies, and applicable laws
  • Formulate goals, policies, programs, procedures and work schedules for DHR
  • Address errors and complaints
  • Perform related duties as to specific assignments
  • Any employee may be identified as Essential Personnel during emergency situations
  • Provide service to customers by answering questions, providing information, making referrals, and assuring appropriate follow-through and/or resolution
  • Communicate with managers, supervisors, co-workers, citizens, media and others, maintains confidentiality; and represents the Board of County Commissioners to the public


  • Bachelor’s degree in Human Resources Management or Business Administration
  • Six years experience in personnel administration; three years experience in supervision

  • Master’s degree in Human Resources Management or Business Administration
  • Three years experience in personnel administration and supervision

A comparable amount of training and experience may be substituted for the minimum qualifications. 


  • Extensive knowledge of principles and practices of human resources management
  • Extensive knowledge of Federal and State laws and regulations affecting personnel
  • Skill in establishing and maintaining effective working relationships with other County departments/offices, elected officials, and employees
  • Excellent interpersonal and negotiation skills
  • Read, analyze, and interpret personnel information, policies and legal documents
  • Strong analytical and problem-solving skills
  • Respond to inquiries or complaints from employees, citizens, members of the business community, or regulatory agencies
  • Write policies, reports, speeches, correspondence, procedures, and other required documentation
  • Present information to top management, public groups and/or boards, and employees
  • Define problems, collect data, establish facts and draw valid conclusions
  • Manage conflict, negotiate, and resolve employee relations issues and grievances
  • Apply mathematical concepts such as statistical analysis and inference and mathematical calculations such as percentages to practical situations
  • Use computer software programs and/or other applications 


  • Valid driver’s license
  • Professional in Human Resources (PHR) or Certified Employee Benefits Specialist (CEBS) certification desired
  • Certified Labor Relations Professional (CLRP) certification desired
